Can the VGA-resolution versions of these videos here at archive.org be used freely in any project, or are they also subject to usage fees?

the uploader has marked them as public domain. while the archive makes no guarantees it would appear that any of the downloadable files are free to use.

This confusion might place archive.org users in legal peril.
Periscope replies:

But we recently began posting a new set of videos to Archive and unfortunately some videos ended up outside that area by mistake. We are trying to find out how to fix this error because it does become confusing.

The long and short of it is, you are welcome to use our materials for non-commercial purposes. People who wish to use our material for commercial purposes such as stock footage for production must obtain a license from us."

Periscope film LLC is a copyright fraud scam company, it licenses free public domain films from various goverment departements like NASA, and the military departement, they dont own any of the footage they license, they just sell free stuff, dont believe any of what they are saying its a fraud
